Many of these boys who we assume grew up in the streets of Male’ have had received opportunities to go abroad for education, to places like Bangalore and Colombo. Only their newly met friends abroad knows what they were really up to when Daddy and Mummy sent them abroad for studies.</description>

That being said, I wonder if a threat analysis were done after the gang crime incident you mentioned and, whether or not normal reactions to terrorism were taken in New York. I presume not. That is why I think we need to keep gang crimes away from a framework of this nature at the development stage. Otherwise everytime a crime is commited, the NSAS will come into effect. (My concern in this article is claiming that NSAS is important to dealing with gang crimes in the Maldives)

		<description>therapist: On 31 October, 2007, Gang member, Edgar Morales from NY was convicted of terrorism under New York’s post 9/11 terrorism law. The charge and guilty plea grew out of a gang dispute that led to a discharged gun and the death of a 10 year old, a horrible crime.  The Bronx District Attorney, Robert Johnson, used the terrorism law based on the gang attempting to terrorize a group — in this case a Mexican family in the Bronx.  There is no question that Morales would have been convicted of murder without using this law but its use provided stiffer penalties while giving the District Attorney the ability to define Morales as an “urban terrorist” who would strike again to intimidate and threaten people if found not guilty.  He could not have used that rhetoric in a regular murder trial.

The jurors were skeptical about using the terrorism statute to convict Morales until the Judge explained to them that it was intended to convict someone who intimidated or coerced the civilian population.

The statute also contains provisions to charge people with making threats that can be construed as encouraging terrorism and a provision to charge people with aiding and abetting terrorists.  Material assistance could be minimal.   In the first instance a man has already been charged under the terrorism statute with making threats towards a government employee in upstate New York.</description>
